I have added a corresponding bullet point in "5.4 Preferred Forms"
of the IRI draft, reading:

"For schemes that define an empty path to be equivalent to a path of "/", 
use "/"."

(directly copied from 6.3  Canonical Form of the URI draft at
http://gbiv.com/protocols/uri/rev-2002/rfc2396bis.html#comparison).
