Is this intended to mean:

"None of the additional permissible options allowed to higher
level protocols under the specification of the bi-directional
algorithm may be applied to an IRI."

The term "HLP" is Unicode specific. It might be even better to\
write:

"None of the additional options allowed in section 4.3 of
the bi-directional algorithm may be applied to an IRI."
