RE: Headings and blue text for sections 2 and 3

I've looked at http://www.w3.org/International/its/techniques/temp.html

And I like it. I think the switch to "Define..." for the Developer content makes it much more clear.


One note, I assume that in this sentence: "Avoid using CDATA sections in translatablefor content that will be translated" there are
some change markup missing and it is really: "Avoid using CDATA sections in content that will be translated" 

Otherwise it looks good to me.
(BP 21 and 21 changes as well).
