ITS DOM Processing Implementation

Hi all,

I had an action item to make sure the source of both test implementations we have been discussing are available. 

Felix's code is here:

And I've attached a zip file with the last code for me. This code includes the changes from string to URI for the parameters of the
method loading the Rules files, following Rodolfo's suggestion.
