Please review: Updated article, Setting language preferences in a browser

I largely rewrote this article, partly because I think IE7 users will be looking for some of this information, now that IE7 has been released.

I made the background information more accessible to a general user. Added a command path for IE7.  Expanded the text about specifying alternative language preferences.  Gave instructions for adding custom tags which tells you how to find values in the IANA Language subtag registry, and discusses the case of Chinese.  Added a section about IE7's defaults, and a suggestion that users add a custom language setting.


Please take a look through and send comments over the next two or three days.  I'd like to send it out for a short wide review period on www-international and get it published asap.
