Improvements to home page and test results pages

FYI. This summarises some of the things I worked on last week wrt GEO:

   I18n home page
          Implemented [9]home page and news filters as a blog (took
          most of Monday and Tuesday, since i was feeling ill at the
          time). this should make it much easier for others to add news
          items, reduce the time and complexity involved in adding news
          items myself, and provide a place for us to post
          discussion-oriented blog entries, such as the [10]Request for
          feedback: Usefulness of ::first-letter in non-Latin scripts.
          Later in week added blog search function. This opens the way
          for a much more effective way of pointing to changes for a
          particular document.

   I18n tests and results
          In preparation for publication of techniques documents,
          considered and revised approach to documenting test results,
          and slight modification to tests
          [11]. The changes make it much easier to maintain the test
          results, especially where the tests change. Also makes it
          much easier to link to results from the techniques documents.
          Also changes to order of information (eg. summary near the
          beginning) should make the informatioin more user friendly.
          [12]Test: Automatic font assignment for CJK text, added a
          preview facility to allow easier checking of font glyphs, and
          incorporated mention of separate settings in some UAs for
          Traditional Chinese in Taiwan vs. Hong Kong.
          [13]Test results: Automatic font assignment for CJK text,
          rewrote significantly - updated to incorporate latest browser
          results, and reorganized considerably. Doesn't repeat the
          information in the test - works in partnership with the test
          itself. Should make maintenance significantly easier.
          [14]Test results: Hreflang content generation Updated to
          reflect latest user agent behaviour, and substantially
          reorganized to make maintenance easier.
          [15]Test: Hreflang content generation Added statements of
          objectives to each test - removes need to put that in the
          results doc
