Re: [draft] Unicode Normalization: requsts for CSS-WG, HTML-CG agendum

There are several messages so far pointing out that, the intention of
this normalization form notwithstanding, the existing NFC normalization
algorithm is overly-aggressive and may cause dataloss in content. This
should be noted in the summary. I think it therefore precludes early
normalization of content.
