HTML Ruby Markup Extensions

Hi all,

in previous discussion with our I18N friends, we agreed that we'd take a 
stab at extending the current ruby model that we have. As a result I am 
therefore submitting this extension spec for consideration:

Note: this has nothing to do either with the programming language, or 
one of our dear co-chairs.
