I agree. As a normative requirement it should be in the global attributes
list:

"User agents are required to implement ARIA semantics on all HTML
elements<http://www.w3.org/html/wg/drafts/html/master/infrastructure.html#html-elements>,
as defined in the ARIA specifications."
