ISSUE-164 no-hgroup: 'remove or modify hgroup'



Per the WG Decision Policy, at this time the WG Chairs would like to solicit volunteers to write a Change Proposal for ISSUE-164:

If no Change Proposals are written by July 1st, 2011, ISSUE-164 will be closed without prejudice.
