Although this would carry the risk of exposing us to junk bugs, it might still provide better average information content than the current system, where we see random keywords getting added and removed.

Perhaps someone could try to estimate how many emails per month we would likely get under each system. I believe there are around 100-200 bugs filed per month on HTML WG deliverables and that number may well go up substantially during Last Call.
