ISSUE-79 (meta-keywords): Call for Consensus

Current status: there has been a proposal to make meta keywords 
conforming, and a call for discussion:

The proposal has gotten indications of support, and no objections.  So 
at this time the chairs are issuing a Calls for Consensus.

If there are no objections, this issue will be closed on March 10, 2010.
