"A deprecated doctype is a document type declaration as defined in the XML  
specification [XML], with the further restriction that it must meet one of  
the following sets of constraints:"

No it's not a doctype as defined in XML. XML doesn't allow lowercase  
"<!doctype", doesn't allow omitting system identifier, allows internal  
subset, etc.
