AFAICT what DanC is doing is what Hixie was doing which is to make a new  
layer on top of the URI specification effectively obsoleting the need for  
the IRI specification. (The IRI specification was still used in the  
definition of what constitutes a valid URL though, but that only affects  
processing of conformance checkers.)
