I think it's worthwhile to document the resolution of the
original doctype-legacy-compat issue, so I have a mild
preference for making a new issue rather than renaming this one.

Meanwhile, as I said in another message, I prefer
recording doctype-legacy-compat resolved contingent
on registration of about: and moving it to
pending-review (which should not block last call,
but would block PR).
