after summary was already in an HTML 4 draft.
I find nothing about table summaries on http://lists.w3.org/Archives/Public/w3c-wai-ig/ 
  from the time before summary was in an HTML 4 draft.
As far as I can tell, the messages on http://lists.w3.org/Archives/Public/w3c-wai-wg/ 
  from the time prior to the introduction of summary don't discuss the  
problems with the title attribute and don't contain the word 'summary'.

The vast majority of WAI lists didn't yet exist at the time.
