Why do you assert that, Sam ?
Here is a sample document, which can be passed
through the W3C Validator without error :

	<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
	<Html>
	<Head><Title></Title></Head>
	<Body><q>"(A > quote.)"</q></Body>
	</Html>
