Summary: Changing the encoding doesn't cover non-idempotent
                    navigation
           Product: HTML WG
           Version: unspecified
          Platform: PC
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Spec bugs
        AssignedTo: dave.null@w3.org
        ReportedBy: hsivonen@iki.fi
         QAContact: public-html-bugzilla@w3.org
                CC: ian@hixie.ch, mike@w3.org, public-html@w3.org

See
http://mxr.mozilla.org/mozilla-central/source/intl/chardet/src/nsObserverBase.cpp#58

Compare with step #4 under
http://www.whatwg.org/specs/web-apps/current-work/multipage/parsing.html#change-the-encoding

If the parser is parsing a response to a non-GET HTTP request, the browsing
context shouldn't be renavigated upon <meta charset>.
