It's linked to from the first of the above under "outstanding feedback" in 
the status of this document, and under "How does the WHATWG work?" in the 
second of the above. However, I agree that neither is very obvious to 
someone looking for these links. Since you just looked for these links, 
could I ask you what terms you were looking for? I can add more links with 
more obvious link text.
