Use of normative statements in HTML 5 relating to appropriate alt attribute content

Hi Al,
Can the PF WG please advise and provide a formal response to the HTML WG on
the current usage of normative statements in the HTML 5 draft in respect
to the img element alt attribute content [1].
1. Is it appropriate for the HTML spec to include normative statements
[2] about what consititutes and appropriate alt text?
2. If normative statements are OK, then should these statements only echo
the normative statements (in WCAG 1.0/WCAG 2.0) in respect to appropriate
alt text's or can they include statements that contradict or go beyond what
is stated in WCAG 1/2?

The PF WG's attention to this issue would be much appreciated.
