and we will follow.  A requirement is a requirement.  If they want to do it 
rong, that is what they will do but that does not mean that it should not be 
a requirement.

Do you really think people uploading photos to Flickr will care? If
they're forced to enter some alternate text for every single image they'll
just go elsewhere. I know I would.
