Number of error when EOF inside 'SYSTEM' or 'PUBLIC'

It appears (assuming the test cases are correct) that two parse errors  
are required when EOF occurs inside 'SYSTEM' or 'PUBLIC' in doctypes.  
This is silly. Let's make it one error.
