Authoring requirements and default values with progress and meter

Please specify as an authoring requirement that the value attribute of  
the progress element must have a value that is less than or equal to  
one if the max attribute is absent.

Likewise, please specify analogous authoring requirements for the  
meter element when min or max is absent.
