Image Report is an excellent feature, Henry. It will greatly aid
accessibility education and awareness. Thank you!

It doesn't solve the problem of what an authoring or publishing tool
should insert, in a case where no alt has been provided by the author,
but the image is known to be "critical content" but it isn't meant to
do that. We will await PFWG for their wisdom on that.
