Tracker states: RAISED, OPEN, CLOSED

Some history on our issue tracker states since they came up on the
telecon today:

Originally we only had OPEN & CLOSED. We asked for NEW and instead got
RAISED because another working group had a similar request and I think
adding RAISED to the Tracker software had already been in the works.
RASIED was added around 12/18/2007. The enumerated values for state
are not managed directly by the HTML WG but by the W3 Systeam (and I
believe the lead developer for the Tracker product is still "Dom"
(Dominique Hazael-Massieux.)

That's my knowledge dump... since some of these actions happened
entirely via my inbox and I didn't CC www-archive at the time.
