Repo move progress

Hi all,

Ms2ger and I have been moving the tests around in the repo and all of 
them should now be in their proper location.

We're very close to being good to go. Right now all of this is in the 
temp/new branch because I don't know who is running the script that 
replicated from hg to GitHub and we need to unplug it before we merge to 
master. But that's probably just a matter of waiting for Mike to wake up 
in Tokyo and kill the bot.

I've also added some docs in the README — feel free to review and update.

Next steps:
   - run a script to fix all the broken links
   - kill the bot
   - mark the hg repo as read-only
   - merge to master
   - create a CR branch
   - tell the world

At this stage we'll have achieved parity with the previous repo.

After that:
   - automate replication and deployment to w3c-test.org
   - move every submission into a pull request of its own
   - remove the submissions from the repo
   - start reviewing submissions
   - review tests (saw a lot of things to correct while moving stuff)
