CfC: Republish MSE Candidate Recommendation and modify "at risk" features

The HTML Media Extensions WG is issuing a Call for Consensus to republish the MSE Candidate Recommendation [1] and to change the "at risk" features. 

The current Editors' Draft [2] contains changes for ALL of the V1 "substantive changes" [3] that will be made as we move along the published MSE and EME timeline [4].  

The "at risk" features have been modified to match the WG Decision on this topic [5].  In addition we are recommending that the following feature also be marked "at risk" as a result of processing ISSUE-91 [6]:

	. The TrackDefault object and its related objects, attributes, methods and algorithms, including: TrackDefaultList, SourceBuffer.trackDefaults, Default track language, Default track label, and Default track kinds. Implementations still must at least include trivial versions of these default track language/label/kinds algorithms that are used by the initialization segment received algorithm. These trivial versions would behave as follows: Trivial default track language and Trivial default track label algorithms must return an empty string, and Trivial default kinds algorithm must return a sequence with a single empty string element in it.

Silence will be taken to mean there is no objection, but positive responses are encouraged.  If there are no objections by Thursday June 16, this resolution will carry and we will proceed with requesting permission from the W3C Director to publish the MSE Candidate Recommendation.
