Are you familiar with PICS? There is some information here:

     http://www.w3.org/PICS/

Note that it is rather old, but at some point it did have some momentum 
(I don't believe that's the case any more though).

According to the page PICS has been superseded by POWDER, but I don't 
get the impression that the latter has been very successful to date.
