In general, I support the aim of moving presentation aspects out of HTML into CSS, and as such can see the logic of section 3.2. However, there is a class of uses of HTML where CSS cannot be used - typically, bulletin board software that allows HTML postings will allow a subset of HTML to be used, but will not allow (or will ignore) CSS.
