John and I spoke about this on IRC. I think that the spec does need to be
clarified that when it says to pass through the value unmodified, it should
also include passing the type information ("This is supposed to be a BCP47
language code"), so that it's clear that if the next API is not also only
limited to BCP47,  there should be a defined mapping somewhere. I should
probably explicitly include an example of how mapping lang="" to OpenType
requires defining what to do with strings that aren't meaningful BCP47 codes
but could be interpreted in other formats OpenType supports.
