Additionally, Microsoft's semantics are not quite right. When the user agent is
offline, you *do* want to use the master entry. This makes it a full-on offline
app, with better updating semantics when the user agent is online for many
use-cases.

In light of that, [NETWORK] is not exactly the right API.
