Change Description: no spec change
Rationale: This is a CSS issue, not an HTML issue. HTML doesn't have "generated
content" and I don't see any way that it makes sense to address this in HTML.

I'm not even sure it's a CSS issue. CSS puts the content in the rendering tree
exactly like page content. If the UAs aren't reading it, that's a UA bug.
