[Bug 13257] The definitions of the text/html and application/xhtml+xml media types have incorrect information about fragment identifiers. "Fragment identifiers used with text/html resources refer to the indicated part of the document." but this is not true, fragment from bugzilla@jessica.w3.org on 2011-08-05 (public-html-bugzilla@w3.org from August 2011)
