[Bug 9506] "Content inside a blockquote must be quoted from another source, whose address, if it has one, should be cited in the cite attribute." **Should** be cited?

The fact that less than 0.75% of blockquotes in the MAMA study [1] have a cite
attribute suggest that most authors don't see the need either. (Or that they're
using blockquote for the margins, or that they've never heard of the cite
attribute.)
