Bug 11893 - "define lexical processing rules for ARIA attributes Bug" was recently escalated into ISSUE-199.

This bug indicates that bugs 11891 and 11892 are dependent on bug 11893 but the Chairs did not include these two additional bugs on the issue status page description of ISSUE-199 since we are NOT confident that the two blocked bugs are actually related to the same issue:

Could the TF please confirm how you want bugs 11891 and 11892 processed?  In particular if you think they are part of ISSUE-199, can you please explain why?
