The bug is solely about styling LEGEND element. iLEGEND is just an option that
would be probably easier for the spec editor to accept than changing existing
LEGEND element behavior. ARIA/microdata or anything else are outside of the bug
scope.

If it would be enough for me to use _some common_ label-like markup, then I
would just use DT inside DL (currently web-developers are _forced_ to do this).
On the contrary, the bug is about form/fieldset LEGEND exactly.
