The chairs are requesting an actual Change Proposal for anything that
people would like to have surveyed. More information in this post:

Hi Sam,

I would like express my disappointment that the proposal that was the unanimous consensus of the a11y Task Force as reported to the HTML WG list early this-morning [1] and on which I believe there remains consensus amongst the a11y Task Force members and probably most of the WG does not seem to be being considered further.

For my part I had relatively few objectives in this activity and was very pleased to see the requirements that Netflix has accepted in multiple proposals and then in the a11y group agreement and as a result I did not create a Change Proposal of my own. Now it seems that was very much a mistake and if it was not for the timescale I would certainly feel obliged to prepare a Change Proposal with a solution which meets our requirements.

I admit to being new to this process, but it seems strange that the proposal people worked so hard to agree, and that was agreed by everyone interested enough to attend the a11y group meetings, is apparently now not being considered as the resolution of this issue.
