Subject: ISSUE-133 modal-attribute: Chairs Solicit Proposals

'Add a modal attribute to html5 to indicate a modal segment of the DOM
(modal dialog)'

Per the decision policy, at this time the chairs would like to solicit
volunteers to write Change Proposals.

If no Change Proposals are written by December 10th, 2010 this issue will
be closed without prejudice.
