PR Request Close to Done

David, DanC, and Chime:

    The PR Request [1] is close to finished, but has a number of @@s.
First of all, I need meeting minutes. Second, there's a few @@TODOs
around the Disposition of Comments. Lastly, I need abstract and status
sections from both of you to be cut in.

    However, my e-mail might be intermittant over the next few days, so
please cc David Booth on any e-mail. David, I hereby authorize you to
make changes to the PR Request in line with any changes requested by the
WG or minor editorial (in particular, grammatical) changes.
