XML schema CC use case

Hi all,

I've been tasked with writing up the XML schema Creative Commons use
case [1,2]. DanC has already clarified the general issue quite a bit
[3], so I'll focus on making this specific to the CC use case.

The Open Archives Initiative (OAI) publishes an XML schema that
universities can use to publish their archived documents. They include
guidelines for expressing the rights of these documents [4], including
the possibility of referencing a license, like a CC license (Scroll down
to the end of section 3 in document [4].)

800+ universities implement this schema. Ignore, for now, the
unfortunate fact that many universities have forked this schema. There
are many universities using the default OAI schema and publishing their
documents independently.

Creative Commons would like to deploy tools, like the MozCC browser
extension [5], that can interpret licensing information on the web. It
is unreasonable to expect to interpret everyone's favorite XML schema,
yet folks like OAI would like an "official CC recommendation" on how to
include CC licensing information in their XML schema.

Creative Commons would like to be able to make a generic recommendation
to anyone with XML instance documents, along the lines of:

"Do what you wish with your XML schema, as long as you include a
transformation to RDF."

Since the creation of XML instance documents is often distributed, as in
the OAI case, this transform would only be specified in the XML schema
document, but would apply to the *instance documents*, not to the schema
document.

(Note that this exact reasoning can apply to the ATOM example DanC
brought up.)
