issue-tx-element: can we push transformation links from documents down to elements?

Earlier this week Murray reminded me of an issue; while reviewing
the change history and filling out the acknowledgements, I found
the earlier discussion and added an issue:

issue-tx-element: is there a way to push the grddl:transformation
attribute down from the document element to individual elements without
breaking the chain of authority? See RDF in parts of XHTML documents 09
