For the `limitingConeAngle` attribute [1] it's said that:

> User agents should apply a smoothing technique such as anti-aliasing at the boundary of the cone.

Which I interpret as requiring some form of 'falloff' for the spotlight. But it appears this is either not respected or implemented in different ways in different UAs. Maybe this should be defined more stringently so that rendering has a chance of being more similar in different UAs.
