1.1 Draft and Source Bundle Updated

Hello all,

The editor's draft spec available from our website has been updated to 
reflect completion of several action items.

Most notably,

1) modifications required for now(), local-date() and local-dateTime()
2) group and switch are targets of MIP events but don't consume MIPs other 
than relevant
3) changes for card-number data type and function
4) tweaks to various definitions of binding expressions

Anyone hoping to do spec work should probably update your source bundle.
