Draft minutes for 2007-11-14

My apologies for not getting these in yesterday.
Note that I left the meeting a few minutes before the hour, and so there
may be text in the IRC supplement that is not in these minutes.

These minutes include 2007-11-14.html#resolution1 in which we resolve to
take XForms 1.1 to CR.
