Honestly, github is much more convenient and almost everyone already has
account here, so there is no need to setup another credentials for yet
another repository. We will not be the first group in W3C which uses
Github, for example HTML WG uses it as well.

What specific should be changed at

http://expath.org/spec/binary

to comply with rules. Just remove W3C logo at the top or something else?
BTW, why shouldn't be there logo if document was developed under W3C CG
and status section is clear on this?
