Are they being dropped from the proposed SKOS standard or are they being 
kept in with some change of format?

We are currently trying to standardised the use of vocabularies within 
the astronomical virtual observatory community (next week) and will 
require mappings in some form. If they are not going to be part of SKOS 
we would like to know for developing our own mechanisms.
