Found a paper - written ten years ago!! - that addresses some of the challenges
being discussed here

[Realigning Governance: From E-Government to E-Democracy
http://kta.on.ca/pdf/cg6.pdf] Donald G. Lenihan, Centre for
Collaborative Government

I have created a Resources section to the wiki and entered it there
http://www.w3.org/egov/wiki/Main_Page#eGovernment_Interest_Group
I will also add a minimal synopsis after I finish reading it

feel free to rearrange /edit the layout of the entry if somoene thinks
they ahve better wiki editing skills :-) no offence

Would someone know the author and
Would he be a good person to invite to participate in this IG
and maybe give a talk, and is there a standard mechanism for members to
suggest people to invite to participate and talk?

cheers
