What you have proposed makes much sense to me and actually I was looking for something like that some time ago and couldn't find it on the web. 
There should be possible to explain people outside Open Data world and with little technical knowledge what is about with nice examples and benefits. 
I am developing a project in Open Data for development for NGOs and it takes me ages and so much imagination to explain all this and why it is good.
Looking forward to seeing more from this.
