Bug 027: Defining Terms in Sections

This is feedback on a Last Call Working Draft:

Evaluation and Report Language (EARL) 1.0 Schema

Peculiarly, the defined terms aren't linked to the URIs. In other
words, take the following URI:

http://www.w3.org/ns/earl#Assertion

This is ostensibly defined by § 2.1. Assertion Class:

http://www.w3.org/TR/2011/WD-EARL10-Schema-20110510/#Assertion

But there is nothing in the RDF schema which links the term to the
specification, and there is nothing in the specification which states
that the documentation in § 2.1 defines the EARL vocabulary term in
the RDF schema.

There is no paper trail, in other words, to check the definitions in
either direction.
