@smrgeoinfo I'm going to use an example from my community, libraries. There is a one-namespace RDF vocabulary ([BIBFRAME](http://www.loc.gov/bibframe/docs/index.html)). In this case, profiles are all subsets of the main vocabulary. Subsets do NOT include terms from other vocabularies. (Yes, libraries are a bit rigid about these things.) Obviously one does not do an INCLUDE of a larger vocabulary for a subset, or it is no longer a subset. In fact, what is in operation at the moment is that the URIs of classes and properties suffice to make the connection between the usage in the profile and the usage in the main vocabulary. This particular use case does not seem to be compatible with the statements you are commenting on.
